once you've opened your picture on photshop, make a new layer and set it to soft light. while setting it to soft light, don't forget to choose a shade of red!

open your brush panel and choose one of the faded brushes.

put the red over her cheeks, under or on them.

once you've done that, set the opacity of that layer to 20-30%.

if anything, move the cheeks down or up if it doesn't look like it's in the right place.
